The Supreme court of India, while criticising Prime Minister Manmohan Singh's failure to break down on flows to Swiss Bank and other tax havens, brought into picture the huge outflows of illicit funds. According to a report by Global Financial Integrity, the Indian economy included an estimated illicit outflows of about $16 billion a year from 2002-2006, about 1.5% of gross domestic product (GDP) of the country. GFI estimates that an amount equal to roughly half of India's Gross Domestic Product, around $640 billion, is the size of the underground economy, which excludes funds from drug trafficking, contraband, illegal foreign exchange transactions or under-invoiced international trade.
Bringing back the "black" funds could lead to a growth of 10-11 percent a year for the Indian economy as compared to 8-9 percent in 2010. The GFI estimate of $462 billion held in illegal funds, from 1948 to 2008, could eradicate India's external debt, plug the fiscal and trade deficits, and leave enough to fund the defence budget.
