Moscow City Hall officials are teaming up with the FSB Border Guards Service to promote Moscow travel. The head of the Border Guard Service has said that Russia's notoriously difficult visa regime needs to change, as it does nothing to keep the country safe, and that doors should be thrown open to foreign tourists. In fact, he likes the idea of scrapping the visas entirely.
These comments caused uproar, with some suggesting that there is no way the border guards would be able to change policy on their own. However, sagging tourist numbers to Moscow over the last several years are enough to make public officials pay attention to their suggestions. The comments come as tourism officials in City Hall are preparing a new plan for the development of the country's tourism industry.
